Spreading Rash (pics) Started at thigh

Well im trying to help a friend get the proper diagnosis.
he went to the ER doctor and they thought it was a funus infection, hes been taking the Medication Doxycycl and the skin cream Clotrim dirprop.
The Rash has Only Continued To Spread.
he went back to the ER today and was told to see a demeatoligist,
Thought id get some info ASAP if anyone could help us it would mean alot thankyou.
The rash is described to me as not itchy.
A little tender. it start on the thigh about a week and a half ago, it started when he got back from seeing his family up north. hes not sexually active at all. its spreading VERY fast now.
