Spreading rash on chin and neck.

I grew up with eczema so i thought thats what it could have been. however, the rashes started spreading on random spots on my body so i got it checked out and the doctor said it was scabies. i used the cream once but i didnt use it seven days after again as directed. its been 3 months and i thought it was gone but then i got similar rashes again now. i also got a rash on my chin that spreaded all over my neck and its going down my back and chest its gotten so bad to the point my skin is flaking and cracking. what could this be?
