Stains on skin 1yr after chemo

Hi there,

Hope you can help.  My sister-in-law had was diagnosed with breast cancer about 2 years ago and had extensive chemotherapy.  She has had the 'all clear' for about a year now, but is getting dark stains on her skin (please see the attached photo of stains on her hands).

Can you tell me what this is please.

The photograph enclosed does look like a nummular eczema,not a big problem and would respond to hydrocortisone creme.If persists despite treatment may need a biopsy,which I feel is unlikely to be a necessity.
