Stasis Ulcers with burning blistery type rash in surrounding area

My mom has been to the Dr. and was told she has stasis ulcers.  The ulcers  have never been painful and still aren't.  They are actually healing.  She has been wearing the stockings the Dr. recommended wearing.  He also told her to apply the una boot.  The una boot felt fine at first but after a while it caused severe burning which made some of the surrounding area red and very painful.  Even after removing the wrap and the medicine it continued burning.  Before going to the Dr., she had small red blistery bumps in this area.  It is  very painful.  Also, she sometimes puts Cortizone on them which helps temporarily but then it starts having a drawing type of affect followed by pain. The are seems to absorb any moisture from any type of lotion that she puts on that doesn't make it hurt.  Most things make the are painful. The Dr. wouldn't really address this, just the ulcers.  The ulcers drainage is very minimum.  Could this be cellulitis, some type of ezema, dermatitis?  It is not warm to the touch just very tender.  She was also wondering if it could be caused by too much acid in the body.  They seem to burn more after she eats something containing acid and has ulcers break out in the mouth at the same time.  Thanks for any and all help.
