Steroid-induced rosacea?

Hi,

I am a 17 year old African American female. In the past, I have used Dermovate (mixed in with shea butter) on my face, on and off, over the past few years because I was told it would help even out my skin tone as well as helping with pimples. I stopped using it these past few months, and I didnt notice any immediate effects. However, recently, I began getting a lot of pimples, almost completely in my t-zone, which I thought was acne. I also got a lot of scars as a result, although I think they are hyperpigmentation.

Here's a bit of background:
went to my family doctor a week ago and she prescribed me clindoxyl gel for the acne and retin-a 0.1% for the acne scars. A few days ago, I was wearing something similar to a bandana on my head for the whole day and it seemed to have rubbed against my forehead, resulting in it becoming inflamed and raw. The next day, I woke up and they had turned into scabs  that seemed unusual for acne. When I went to a different doctor, he said that its not acne, and prescribed me metrogel 1%

I would just like to know whether it is most probably steroid-induced rosacea, or if it sounds more like a simple result of the irritation from the bandana that resulted in the unusual scabs.
If it is steroid-induced, can you recommend a good treatement and possibly estimate how long it would take to go away? Thanks
