Sticky Groin Skin

I have had this condition for years now, I'm finally getting caught up with it though. Down below my belt, in my groin area, whenever the skin touches other skin for, I'de say ten seconds or more, it gets sticky. Especially the scrotum and underside of my penis. It gets moist and extremely sticky, so I am always picking at my crotch because it's uncomfortable when it sticks like it does. Now I'm afraid that my girlfriend might encounter my skin condition and wonder, what in the world is that. It's not an STD, I'm a virgin. The skin looks a little bit darker, but I think that's just because it's moist. It doesn't have an obvious smell. The weirdest part for me is how it sticks and then if I give it about 0 seconds to air out it goes back to feeling normal, and then 10 seconds later after touching skin again it's sticky.

I've been using Baby Powder to avoid skin from sticking to each other (there isn't a visible secretion, it just oddly sticky like the backside of a sticker). I used to put a slip of paper in between my penis and scrotum.

What is this? i can't keep putting on baby powder and using paper and finding excuses to unstick my groin in public, I'm sick of having this illness. Thanks for the help.
