Sudden onset of rash

I have had this rash for about a week.  I have consulted two dermatologists:

one treated me for scabies to be on the safe side and said it looked like it was some sort of reaction.  He also put me on steroid cream.  the other said it was exzema (eczema) or dermatitis.

Rash started on underwear line and spread on my stomach (the most) and my back.  I have beem getting spots here and there on my arms and legs.  Stomach rash has almost cleared up.  Just had a sore throat (minor) yesterday and I am sneezinf a tiny bit,,,

Rash starts off as skin-solored raised bumps--turn red if I itch and then scab over and go away.
