Swollen hair follicles or something else?

Over the last few months I've had a few small bumps form on the shaft of my penis.  It started off with one, then a few more appeared, but arnt clumped togather.  They seam to have stopped growin in size, and are a bit rough to the touch.  They are painless and are skin colored (not red or discolored).  Each bump lies directly behind a hair.  It seams as though they lay in line with where a condom would end, could the condom be irritating the hairs?  But like i said, there is no pain or discharge or anything else.  I've looked at pics of HPV, herpes and folliculitis and it doesn't seam to match ANY of these descriptions.

Hard to say without seeing them.  Their proximity to hairs suggest folliculitis, but cysts and warts are not out of the question.  Rather than agonize and try to diagnose yourself on the internet, you ought to see a physician for diagnosis and, only if necessary, treatment.

One more thing, I would like to mention that I tried applying a small amount of Vinegar to bring out the any warts if there are any, and nothing remotely noticeable changed.  I’m not sure how reliable this test is, but I thought it would be helpful.
