Tanning for senior citizens

I am a 64-yr-old male, medium-light complexion.  All my life I have tanned smoothly all over with no problems.  I am now living in Kuwait and the sun here is more than intense, it is painful.  My work keeps me outside for a minimum of an hour a day, and sometimes 3 or 4 hours.  I am mostly bald, so I try to wear a hat - although I don't always remember.  I've been in Kuwait for over a year and I just do not tan.  At most I get sort of tan blotches that last for a day or so, and then  fade slightly.  Still, my overall complexion is now similar to the military shades-of-brown digital camoflage.  When some of those lovely "age spots" are added in, it looks like I've got some nasty disease.  The only parts usually uncovered outside are my head/neck, arms, and sometimes legs when I'm wearing shorts.  I get no tan of any type on my legs at all....they just stay pale.

Some history...  For many years I worked in various parts of Africa and have spent a total of about a dozen years on Mefloquine or Doxycycline as an anti-maliarial medication.  I have been told by several doctors that the various anti-malaria meds inhibit the tanning process, but I've been off them for about 4 years.  As late as two years ago I spent a few weeks on a lake in Oregon and got a very nice tan there, yet while here in the land of the burning sands, I get nothing but blotches.  I am not necessarily looking to tan, but to stop the blotching if possible.  

In case you haven't had the priviledge of being in the Middle East, Kuwait is exceptionally hot (daily temps over 120 for more than half the year and sometimes exceeding 130, and the humidity usually around the 5-10% range nearly year-round.  I don't know if the heat or lack of humidity has anything to do with it.  

Any suggestions or advice would be greatly appreciated.
