Tiny red lumps on penis head

For several years now I have had tiny red lumps on the head of my penis. They are clustered around the front of the head and are no bigger than the blunt end of a pin (2mm maybe).  They are the same colour as the rest of the skin. They seemed to appear overnight but they cause me no pain or irritation. I have been to the STD clinic and I have no STD's and they suggested I see my doctor. I have been to two doctors who seemed to think it was Eczema but after researching this i'm cetain it's not the case. The problem is that you can only see them when erect so the doctors surgery isn't the best place to analyse them and the whole situaion was very uncomfortable. After researching online the only thing I think it can be is Petechiae, caused by masturbation that irratated the head. If this is the case then what treatment is required and who should I see?

I have had this for about 10 years now and it has got no better or worse but I feel it is holding me back from starting a serious relationship and desperately want to find a solution to it. I don't want to go to a GP again as I feel it won't achieve anything. Any advice would be greatly appreciated.

Sure.  I advise you to stop paying attention to these bumps, since they are quite certainly a normal part of your anatomy.  There is no STD I know of that looks like what you say you have, nor are petechiae a possibility, given where you say the bumps are and how long you say you've had them.  Masturbation is not causing these.  It would be a shame for you to avoid developing a relationship when there's no reason for that.  If you need counseling to help you get past this, by all means seek it out.
