I just checked out that ulcer website. Nothing like that. Its as if a fine white pen has dotted top lip on outside.
Unusual.
I have had no history of any lip rashes before... v.odd

I have never had a cold sore. Today I have the sensation of a sore throat, felt deep in left ear... you know that feeling you get sometimes when your fighting an on coming sore throat. Lips are tingly today also.

This could be a whitehead, an early stage in acne formation. Acne vulgaris (commonly called acne) is a skin disease caused by changes in the pilosebaceous units (skin structures consisting of a hair follicle and its associated sebaceous gland).
Acne develops as a result of blockages in follicles. Hyperkeratinization and formation of a plug of keratin and sebum (a microcomedo) is the earliest change. The microcomedo may enlarge to form an open comedo (blackhead) or closed comedo (whitehead).
Whiteheads are the direct result of skin pores becoming clogged with sebum, a naturally occurring oil, and dead skin cells. In these conditions the naturally occurring largely commensual bacteria Propionibacterium acnes can cause inflammation, leading to inflammatory lesions.
Widely available OTC bactericidal products containing benzoyl peroxide may be used in mild to moderate acne. The gel or cream containing benzoyl peroxide is rubbed, twice daily, into the pores over the affected region.
This should be sufficient to prevent an inflammatory erruption at the site.

Bumps under the lip may be due to cold sores, apthous ulcers and mucocele. Cold sores are "small, painful, fluid-filled blisters or sores that appear on the lips, mouth, or nose that are caused by a virus. The sores can be painful and usually last a few days. Unlike most viral infections, the cold sore virus is not completely eliminated by the body defenses. For this reason, cold sores often recur."

As for apthous ulcers, they may be small shallow ulcers to larger ones termed major apthae. The cause of apthous ulcers is unclear and they may be triggered by stress, diet and even viral infections. Herpes has been implicated but not directly so as one of the causes. (http://www.aafp.org/afp/20000701/149.html).
These disease conditions may be self limiting. Mucocele are clear bumps on the lip and may resolve spontaneously. Cold sores and apthous ulcers have no definite form of treatment. They may recur. It is best to avoid spicy food and hot beverages. Use mild toothpaste, preferably with low fluoride. Eat well and drink plenty of water and fruit juices. Get enough sleep and avoid prolonged sun or heat exposure. These are just supportive measures.
Do you have any other associated signs and symptoms eg swollen lymph nodes and sore throat?
