Two Small white bumps on penis

Hello,

I was bitten by a tick on my thigh. The spot start to turn red and itch. So I went to the doctor and she prescribed doxycycline. A couple days after being on this medication, I noticed two small white bumps above the circumcision line of my penis, but below the head. I have not had any sexual activity in almost a year now and have never had anything like this before. I have been off the medication for almost two weeks. The bumps look like they are slowly fading, but I'm not sure. Could this be genital worts? They don't itch, burn, or anything. They are just there.

Genital warts are flesh-colored or gray growths found in the genital area and anal region of both men and women. In men, genital warts can infect the urethra, penis, scrotum, and rectal area. The warts can appear as soft, raised masses with a surface that can be smooth or rough with many fingerlike projections. Other differentials include pearly penile papules or fordyce spots, both harmless skin conditions. Direct clinical examination is essential in determining which is the underlying cause.
