Under-Eye Spots

I have always had puffy under-eyes, due to heredity.  However, about a year ago I noticed what looks like little white pockets of fat(?) in my under-eye area, on both eyes, near the inside of my eyes  It is quite noticeable and I'd like to know how to get rid of them.  I am 56, female.

Should I be examined by a dermatologist or an eye specialist?

Try a dermatologist.  They may well be syringomas, benign cysts that may run in families and look like what you describe.  There are cosmetic treatments--cautery, laser--which may work somewhat.  You can decide whether they're worth doing.
