Uneven skin tone between face and body

A few years ago I started developing problems with skin on my face.  My face would get really red, regardless of sun exposure.  I would stay out of the sun and use a face lotion that had a SPF, but my face would always remain red.  I also noticed that my body would remain completely white.  It was most noticable when I would wear a v-neck shirt.  My face and neck would be red, but below the neck was white.  I was recently on vacation and would lay out in the sun for a few hours during the day.  I applied the same SPF sunblock to my face and body.  Still, my face would turn bright red and my body would remain completely white.  I've also noticed this when I work out.  My face would turn red or flush, buy my body would remain white.

Is there a specific condition that causes my face and body to be two different colors?  Are they any remedies?  It's very awkward looking to have a red face and white body.
