You need to use a moisturising cream or lip balm with a sunscreen. Sun exposure could cause lip discoloration. Drink planty of water to avoid dehydration. Also avoid alcohol and smoking as smoking causes lip discoloration too. Also keep your lips well moisturised at all times. Apply vaseline jelly before sleeping at night. Maintain a healthy diet plan with lots of fruits and vegetables. Take some multi vitamins and mineral supplements. If the symptoms are still persistent consult a dermatologist.
Did it develop suddenly or over a period of time?
If you smoke i would suggest you to quit and get your blood hemoglobin done.
