Upper leg rash

Over the past three weeks I have developed a rash on my thighs (Not in genital region) which has been slowly spreading, upon visiting my doctor I was prescribed a 2.5% hydrocortisone cream, however, this does not seem to be helping as the rash is continuing to spread.
If anybody could help identify the rash I would be most grateful.

In addition to this there are smaller red splotches appearing now on my thighs and sides of abdomen.
