Urticaria and Laser Burns

Hi
I have had contact urticaria for a while nothing uncontrollable even without medication i am fine. I have had IPL hair removal treatment and they simply burnt me because they set the strenght up too high and without cooling the skin properly. They are now saying that my urticaria caused the burns i have contacted my dermatologist whom said it wouldnt pay any part of getting these burns could you please shed some light on this whether it could have any possibility that my urticaria caused laser burns and hyperpigmentation rather than their incompetent treatment?
