Wart removal scar on my penis, can I do anything?

I used and internet purchased warts remover for a wart on the shaft of my penis. After it healed there remains a white bump of scar tissue. I have been regularly been applying a natural "scar remover" type of herbs but it still hasnt changed much. I feel like the white color is dead skin under the healed skin. Is this possible and is there anything besides $7500 laser treatments to help me improve or disinigrate this scar? The warts were emotionally hard enough to handle but now I am scarred and it is in a very visible place which is preventing me from dating. Please help!
