Weird brown cluster of dots on tip of finger

Background: I got a cut roughlty 3 weeks ago on the tip or my right index finger on my left hand. Ever since, there have been small brown raised dots forming. At first, I thought it was nothing, but then more appeared after a week.
They seem to be small, smooth, raised, brown dots and they are all clustered together. There is no pain or any sort of feeling at this time and they are starting to form lower on my finger also. I found more on the side on my left index finger, but those went away after a few days.
