There is definitely a rash on my knee when irritated. Red with tiny bumps that seem like irritated hair follicles but I'm not sure.
Beyond that my skin in general seems more sensitive to getting faint rashes that will fade once clothes isn't touching the skin.
All of this seems to be aggravated by clothing contact as looser fitting clothes offers relief as well as when I wake in the morning everything feels good.

I can understand your concern for the wet feeling when wearing tight clothes. First of all this wet feeling can be due to sweating of the area when you wear tight clothes. Other than that for such sensations, paresthesia skin can be another possibility. Basically it is a sensation of tingling, tickling, prickling, or burning of a person's skin with no apparent long-term physical effect. In your case you may feel the skin to be wet without any history of the clothes being wet.
Chronic paresthesia indicates a problem with the functioning of neurons or poor circulation. The commonest causes for paresthesia are diabetes, hypothyroidism, peripheral vascular disease, vitamin B12 deficiency, neurological causes or malnutrition.
Other possibilities which I can think of are dermatitis skin and fibromyalgia. But these are usually presenting with other symptoms as well. These include redness, swelling and a rash on skin and fibromyalgia is characterized by chronic widespread pain and allodynia (a heightened and painful response to pressure). If you are having any such symptoms then these possibilities can be thought of.
Get your blood sugar and thyroid hormones levels evaluated. You can take some vit B12 supplements for some days and see if the symptoms improve. Foods rich in vitamin B 12 like mutton, liver, chicken and other non vegetarian food can also be taken. If the symptoms persist then get the above mentioned possibilities ruled out from a Physician.
