MEDICAL PROFESSIONAL
Hello,
It looks like eczema penis or chafed skin. For eczema skin, do not use any cosmetic products at the sites. You can apply some calamine lotion at the rash as it will help in soothing the skin. You can take some OTC oral antihistamine medications like Benadryl or Claritin and see if it helps.

For mild-moderate symptoms a weak steroid may be used (e.g. hydrocortisone as dermacort), whilst more severe cases require a higher-potency steroid (e.g. clobetasol propionate, fluocinonide). But they are available under prescription and should be taken only after consulting a dermatologist. Symptoms  can be exacerbated by dryness of the skin. Use good quality moisturizers to prevent moisture loss from the skin.

If the symptoms persist then please get it evaluated from a dermatologist.
I hope it helps. Take care and regards.

I am afraid the photo is really small and I am unable to see any detail. Please upload on to my website if you cannot upload a bigger one here

I have had this for years but it started off as a little exzema patch and spread like this. It looks like its from erections and rubbing. The skin expanding and tears than heals. I never have any discomfort, discharge and pain urinating. Prior to having this I was tested for STDs and i did not have a thing. Nothing seems to work, vitamin E, coconut oil or psoriasis skin treatment. its making me depressed.
