looked over time except that it has ppp around the rim below of head of penis. A few days after i started paying attention more and more to the head of my penis and noticed until now that the bumps are still there. i am worried about the small spots on the head of my penis. they are scattered as shown in photo. Is this an STD? Please help explain my concern for these small bumps on the head of my penis. they do not hurt and they have remained about the same size since the encounter. thanks

Without examination, confirmation of a diagnosis is tough but it can be contact dermatitis, rash due to friction rub, folliculitis, cysts ,molluscum contagiosum(multiple, small, dome-shaped papules, often with a central depression or plug) or genital warts(caused by HPV infection).
Apply warm compresses, Neosporin ointment and calamine lotion and avoid messing with it.You can take anti-inflammatory pain killers like ibuprofen or acetaminophen.If the lumps persists then it will be best to get it evaluated from a dermatologist.
