What the heck is this on my lips?

About a month ago I developed what I thought was a cold sore on my upper lip.  I treated it with Abreva that evening.  Until this time, I'd never gotten cold sores.  At any rate, the sore was reddish but never got crusty.  It was directly on my lip.  I could also feel another circular spot on the other side of my lip.  Both spots were warm. A few days later, as the spots on my lips healed, I developed a few canker sores on and beneath my tongue.  I've gotten canker sores in my mouth since I was five; I'm now 27.  The tender spots on my lip cleared up first, and then a few days later the canker sores cleared up.  Well, a week later, I started feeling an itchy, prickly sensation on my lip (the same spot the original cold sore, or whatever, appeared.)  A little while later, the other spot on the other side of my mouth came back, too.  A day or two later, the canker sores in my mouth came back.  I also noticed (and this was scary) an itchy spot on where my penis and scrotum connect.  I thought at first it was an infected hair follicle.  The spots on my lips and on my scrotum all itched, though not uncontrollably.   Also, the spot on my scrotum dried and healed.  I've had a total of four outbreaks within the past month.  The circular, red itchy patch on my scrotum usually acts up at the same time as the spots on my lipgs.  I've used Abreva; I've washed my mouth with a number of anti-septic mouth washes; and I've also begun taking 1,000 mg of L-Lysine, just in case this is a Herpes Simplex.  I don't know, at this point, what these spots are.  More than anything, they're a nuisance, so are the canker sores.  Also, whenever I've had an outbreak, I'm usually in my truck (or have just gotten out of my truck.)  Can you tell me what this is?  I don't think it's Herpes Simplex, because the Lysine and Abreva don't seem to have any affect on the sores.  Additionally, I didn't think that Herpes Simplex can cause canker sores in the mouth.  Please advise

Ulcers inside the mouth are usually canker sores.  These are assumed to be viral, but even if this is so--it's not proved--they aren't herpes.  And even if you have oral herpes, that doesn't spread to the genitals (or anywhere else).  I suspect the itch down below is anxiety.  In order to find out what you have, you will need to show the lesions to a doctor.  However, I don't think you'll find out anything unpleasant.

Take care.
