White bumps base of penis

I have a cluster of white bumps at the base of my penis.  I have had infections over the last couple years in the pubic area and they usually only occur a day or so after I have shaved down there.  The first time I got it, I went to the doctor and he said it was folliculitis.  This time it is right at the base, and there is no redness around the area, and it does not hurt or itch.  I often, and have recently, masturbate with my boxers on by pulling my penis through the hole, maybe creating a lot of friction with my boxers at the base of my penis.  I also urinate doing the same thing.  I am also very active.  So I am thinking that the combination of the shaving and masturbation may have caused this, but I do not see a hair in every bump.  My girlfriend and I have been monogamous for four years now, and the infections only started a couple years ago.  We each only had one sexual partner before, and she nor I have ever had symptoms of STD before.  What do you think it is?  thanks

I think it's folliculitis, or irritation.  I do not think it's an STD.  But to get a definitive opinion, you'll need to see a doctor in person.  Also, you may want to think of ways to minimize friction during exercise or sex.
