MEDICAL PROFESSIONAL
Hello,
From the symptoms it can be Fordyce spots or small irritated hair follicles. Fordyce spots are small, painless, raised, pale or white spots or bumps 1 to 3 mm in diameter that may appear on the shaft of the penis. They are non-infectious and a natural occurrence on the body.

Apply some Neosporin ointment and wear cotton underwear. If the symptoms worsen then get it examined from a dermatologist.

I hope it helps. It is very difficult to precisely confirm a diagnosis without examination and investigations and the answer is based on the medical information provided. For exact diagnosis, you are requested to consult your doctor. I sincerely hope that helps. Take care and please do keep me posted on how you are doing.
