White lumps/scars under foreskin

About 1 month ago I was in my bathroom after having intercourse i pulled my foreskin back and noticed about 7-8 white lumps/scar type things. They are fairly thin and about 2-3mm long. I have been to a sexual health clinic in Thailand and they told me genital warts, I went to a hospital and they told me it was because  me penis was too moist and that i have a virus in my body. I then went to a second hospital which told me it was because I have too much foreskin and it was always most. The clinic gave me a brown liquid to rub on the lumps, the first hospital gave me canesten cream and the second hospital gave me sodium chloride to rub on the lumps. All 3 have not worked the doctors over here aren't so great and im not going back to the U.K until march. Im kind of freaking out now!

Also i have scoured the net and searched images of all these types of lumps/scars and nothing seems to match what I've got

any help is greatly appreciated

Hello,
I cannot confirm anything without examination but it can be dermatitis which is skin rashes that are caused by infections, allergies, and irritants. Apply some calamine lotion on the rash. You should also maintain hygiene and try to keep the area clean and dry, wear loose-fitting cotton clothing. Also use an antibacterial soap or mild soap like dove. Avoid any kind of cosmetics.
You can also use a mild steroid cream like dermacort on the rash. If the bumps are itchy, you  can take some antihistaminic like Benadryl or Claritin.

If the lumps persist then it will be best to get it evaluated from a dermatologist. Genital warts have to be ruled out.
It is very difficult to precisely confirm a diagnosis without examination and investigations and the answer is based on the medical information provided.
