White splotches

hi, i am 16 years old and until a couple months ago i was not able to re-tract the foreskin and now that i have and i noticed that i have 2 splotches of discoloration on my penis(one on each side), and they look fairly identical, and it is also on the foreskin above the said splotch area. when i went to the doctor she said it was nothing and didn't give me anything for it. so i am getting a refferal to the urologist to see what it was, is it anything bad? Could it be a birthmark?
