Why steroids are not working?

I have been using a steroid elocon cream and ointment for over a month and I still have eczema on my buttocks that is very resistant.  It did slough off some with some of the very hard dry areas coming loose finally but there is still some there and other areas that form also.  I have started using a thick cream to keep it moisturized but nothing seems to help.  Is there something else I can do?  I am not having a lot of itching or anything and I try to keep it very clean.
