Wierd rash cycle

Well, a little over a month ago I noticed that my lips began to feel dry and that when I rubbed them together it kinda felt like really fine sandpaper. Then it started to get a little itchy. My ears, nose and eyelids then became itchy as well. My skin around these areas began to turn red. My scrotum and penis itched followed by my stomach arms and hips. The rashes on my hips were red splotches and the rash on my penis was even raised and inflamed. The Doc said it was an allergic reaction to something and it would go away in time. I was given a steroid cream. About two weeks later I felt normal again. Now my lips are starting to dry out again any my eyelids are getting itchy along with other areas all over my body. What is going on? Why is it coming back?  
I haven't added any new change to my diet, my soaps are all the same, detergents are also the same.
I have recently moved but that was months ago.

The symptoms are definitely suggestive of allergic reaction. Unfortunately you have not been able to find the cause. My sincere advice would be to consult an allergist and get allergy testing done. In this a small amount of allergen is introduced into the skin of the forearm and the reaction of the skin is noted. If there is any redness then that person is allergic to the allergen introduced. You can also get blood tests like RAST done.

You can take OTC antihistaminics like Benadryl or Claritin. Longer-acting antihistamines are available by prescription. They cause less drowsiness and can work just as well. These medications include fexofenadine (Allegra), and cetirizine (Zyrtec). You can discuss these treatment options with your dermatologist and get a referral done for an allergist.
