Worried about Dad

Hi,
My father developed a skin problem on his foot awhile ago. He thought it was a strange form of athlete's foot he caught along the left side of his heel. He's been applying foot creams but nothing helps-the skin looks like it's broken, cracked and almost as if whatever this is is eating the skin on his foot. Recently, a new symptom came up with a rash along the top of his right foot with the cracked heel. Then all these red swollen bumps with bruises appeared up and down his legs. Their very small but there are quite a few of them. I don't know if you need to know this but my dad is 67.
