Wound is closed but Scar feel strange

My penis wound has finally closed for 1 week and leaving a scar.  But yesterday, when I masturbate (being doing it for 5 days already), my scar area become painful, the pain decrease but still persist after 3 hours.  I first use mupicrocin, but I still can feel the tender scar.  So I wash it off and use hydrocortisone 1%/Iodoquinol 1% and went to sleep.  Next morning, I wake up and the scar has returned to original size but throughout the day I continue to feel episode of slight pain (usually shooting like), some itchiness and tenderness.  This is driving me crazy because for the past 5 days, I thought the wound is no longer a problem.  I currently have 3 ointment with me (1. Mupirocin, 2. hydrocortisone 1%/iodoquinol 1%, and 3. Vasline.  Which one should I use?

After using Vasline, feeling of itichiness and slight pain occurs sometime.  A bit worry about Mupirocin, because during the later stage of wound healing (4-5 weeks), the skin become dry and scale-like when I use mupirocin or it become reddish and moist with very tiny papule.  

After the wound has closed and scar has formed, how long should I wait to start having sex again.

It's hard for me to answer with any confidence, because I'm not really sure what you mean by "scar."  I think you should use vaseline and avoid friction from sex or masturbation until the skin feels normal, even if there is some discoloration that hasn't gone away yet.  If the symptoms persist, you should show the problem to a doctor.
