advise please

In mid February what looks like an ingrown hair formed on the shaft of my penis, which I do groom and pluck hairs from from time to time, so I thought nothing of it b/c I had had that happen before.  Then it began to grow and look more like a pimple with a white head so I, perhaps unwisely, popped it and took out the puss.  Ever since, a small bump has remained.  It has never been painful or itchy or puffed up like a pimple again.  Now it still looks like an ingrown hair trying to come out, with a very small bump and darker skin around it.  It becomes more noticeable after a shower.  I am worried that it has been almost 3 months and it is still there.  I have not had intercourse in 4 years but have received oral from a handful of partners.   What do you think it is? What do you think I should do to treat it? I am uninsured and unemployed.  I would really appreciate your help.
