are these warts

lets start off by saying i have eczema really bad in almost every part of the body , about a mon ago after getting out of the shower i noticed a red rash on the head of my penis which  aftera few day the skin peeled off .. I also noticed dat when i get a erection  the head turn all white and sum skin peels off i figured it was jus the eczema but then i got a red bump on the shaft of my penis which i could pop and a clear bloody stuff came out kinda like a pimple on ur face a few days after poping that one another poped up next to it they stayed there for almost 3 1/2 week n now there pretty much gone there is wat looks like a scar but the skin around it is a lil brown but i can barley see it and ive noticed other brown patches on the under side to but its jus brown no bump or any thang like that also the skin on my hole penis exspecley the head in scaley now ive noticed a 3 red bumps on my scrotum.. one jus below the under side of my penis another slightly below it and the third is at the bottom of my scrotum that when iam standing u cant c it because the testicles r in the way   then skin is not moist but rather dry  and  sum times the skin looks like its dry on the bump itself  (flakey skin) which goes away if i put moisterizer on it , the bumps look scaley too . the one the slight below the the first bump is slightly raised but the other are not except for the one on the bottom of the scrotum  which if flat only when the skin is saggy which happens when i get hot but when the skin wrinkles up when i get cold it luks raied n is more visable .. i read that if u put vinger on a wart it turn white so i did so whch one turned pinkish but kinda white but so did all the skin around it where there is no bumps the other that i applied it to was the one on the bottom of the scrotum n it tured white ..in both cases  after a few min  they returned to being red again does applying the vinger make them stay white or jus for a few minutes ..also i went to the std clinic here in town jus before the 2 on the shaft on the penis went away n showed them 2 da doc and he said that they where infected hair folicules .. i dident show him the others for i dident notice them intell after i went iam very scared that these are warts but iam not sure  there is no burning  but there is itching but then ive always have had an itch due to the eczema ..o i forgot the rash on the head comes n goes but flares up after an erection and when i applyied the vinger to the 2 bumps there was a slight burning sensation intell i removed the paper towel with the vinger on it also when i stretch the skin on the scrotum hoping to get a better look at thangs this disapear compeatly and cant be seen  but whe i let the skin go the bumps can b seen again,and it just the 3 of them that have now been there for about 2 1/2 no other red spots or bumps around or near the 3 that i do have  ....  so i guess my questions r 1. can eczema cause red bump on or red patches 2. does applying the vinger make the warts stay white or only for a few minutes 3. can wart go away or shrink in size in jus a few week

Hello,

First of all,they can be warts but I cannot confirm anything without examination.Warts usually appear as raised projections or bumps but they may be flat with only slight elevation above the skin surface.If the acetic acid test is coming positive then they have to be further probed.They may turn white for a minutes also.

Regarding your query on eczema,it may present red,itchy dry patches which may have scaly or peeling skin.

In my opinion,you should get it examined from a dermatologist and get a biopsy doen to confirm the diagnosis.

i also for got too mention that each time before a bump appeard there was itching in the area and i did scratch more of a rubbling then a few days later is when i noticed the bumps
