Hello,
One possibility which can cause the area around the navel not to tan is pityriasis versicolor. It is caused by a fungus that lives in the skin of almost all adults. Factors that can cause the fungus to become more visible include high humidity and immune or hormone abnormalities. Treatment involves topical and oral antifungal medicines.

I suggest you to get the diagnosis confirmed from a dermatologist.

Thanks for answering my question,I had figured that may be the cause and I put some of that anti fungel spray my husband uses on his feet on the area and now the area is starting to tan :)
