The medication "Proscare" has been prescribed to me due to baldness. The dosage given is 10 mg a day. Is that too much?

Yes.  The dose recommended for baldness is 1 mg per day of Propecia, which is the same medicine as Proscar, only a smaller dose.  Propecia is pretty good at holding onto hair, less good at growing it.

Best.
