blood blister maybe?

well i have a bubble on my neck about a quarter of an inch in diameter and it doesnt hurt at all. i have heard from a few family members that its a blood blister but i dont know for sure. i had another one about three months before this one which i popped and it bled for about 2 or 3 days and the blood would not scab for some reason for those 2 days then it just went away. now it came back about 3 months ago and grew a bit bigger than the last one. i want to know what they are and how to get rid of it. they were both on my neck but not in the same spot if that is important. well i hope someone can help me!
