blood vessel ends on shaft of penis?

About a half a year ago my girlfriend noticed I have what appear to be the end of blood vessels at the skin surface around the shaft of my penis at the circumcism mark, which was done when I was a baby I am now 30. I can see a vessel leading to them under the skin where it comes to a head.The largest one appears as a blood blister/scab is now at 2mm and is along side my urethra. Ocassional it does bleed from friction during intercouse. The other 3 are less that 1mm and appear as rough red dots. My question is does this condition have a name and what are the common treatments.I have tried abstaining from any activity for weeks that would irritate the areas thinking they would heal. But there was no noticible change. Your opinion is appreciated.

They sound like angiomas, benign collections of blood vessels. Mostly these are best left alone. If friction causes them to bleed--an uncommon occurrence--they can be cauterized. This is rarely necessary but not a major procedure. Have someone like a dermatologist take a look. They certainly don't sound like anything significant.
