Hello,
It can be due to telangiectasia. They are small dilated blood vessels present under the skin especially on the face. There is no treatment plan which is advocated at this age. Sclerotherapy and laser treatment are the two main treatment options but they are advocated when the child gets a bit older.
Get an evaluation done from a dermatologist and discuss about the treatment options.
