bumps on penis

About May I noticed these small flesh colored bumps on the shaft of my penis they are small with some of them with little hairs barely visible unless you look for them. I ended up shaving the small hairs to see if they grow back and most of them did. Some of the bumps go up my penile shaft and all of them are a couple of cm big.  I ended up going to a doctor and he said they were hair follicles and they will eventually go away it is now Sep.  and no real change they are still there.  I bought some OXI-MED on line just to see if they would go away and they really didn't get smaller, So I really don't use that anymore,  The other day the head of my penis got really red and it is real wrinkley not really bumps but alot of wrinkles and for a day or so it was sensitive to the touch.  I looked on-line for pictures that resemble it and no picture really resembled it or the sympoms.  I didn't think warts could grow hair but I didn't know hair could grow that high on the shaft.  I don't think the doctor is wrong but as soon as he looked at it he immediately said "oh it's hair follicles it is normal for this type of year, and they will go away on their own".  They don't itch they don't burn but if you feel them they are hard like a little pen tip. They are on both sides of my penis and mostly near where the pubic hair is. The thing that really bothers me is the skin on the head of my penis, where it was real red and the skin is real wrinkley especially where the actual head meets the penis.  It looks real wrinkley when you spread out the skin and let it go.  It has stopped being sore and the redness has gone down.  The doctor who looked at it didn't see my wrinkled head.  But he asked me if I've had unprotected sex after he looked at them and said it was hair follicles, and for some reason I said no,  I don't know why it just came out.  I don't want to keep going to the doctor and going through that I just want some advice and I will go from there

I think your doctor is right, so there's no reason for you to keep going back.  What you describe sounds like the normal appearance of the penis, including small cysts on the shaft.  The head of the penis often looks wrinkly.  I think you just may never have looked that close before, until you started to worry about what was going on.  If you don't feel confident in your doctor, you should find another whose opinion you feel comfortable with.
