bumps on penis

i have had some small bumps all over my penis since i was like 14, they are skin colour and cove the whole of the penis, some of them even have hair growing out of them, but these are closer to the base of the penis, the other ones do not have hair and cover the whole penis. I am 16 now and still have them, what are they? and only recently i have noticed one of them is red, it only turned red 3 days ago and only one is red, so is there a reason why it is red?. so my 2 questions ae, what are the bumps? and why have i suddenly developed one red one?

Without examination,confirmation of a diagnosis is tough,but it sounds like folliculitis(due to hair sticking out of them) or Fordyce spots(natural occurrence on the penis).
Pls keep the area clean and apply some topical antiseptics. Also wear loose-fitting cotton clothing and use an antibacterial soap or mild soap like dove.Avoid any kind of cosmetics. Topical antibiotics such as mupirocin or neomycin containing ointment are also useful.In case the symptoms persist then oral antibiotics may be needed.Pls consult a dermatologist in that case.Pls remember that for Fordyce spots there is no topical treatment.
