bumps on tip of foreskin

i have small bumps on the very tip of my foreskin, they have appeared ever since i have had rough unprotected sex one day a year ago with a girlfriend, it just rubs off when i have rough sex and get blistered. are they curable? if  i surgically burn them off at a specialist, will they return??

Without examination,confirmation of a diagnosis is tough but it can be contact dermatitis,rash due to friction rub,folliculitis,cysts ,molluscum contagiosum(multiple, small, dome-shaped papules, often with a central depression or plug) or genital warts(caused by HPV infection). This could be due to trauma which could have caused breakage of capillaries lying just below the surface. Do not cause any further injury till the lesion has healed, which should take about 5-7 days.

Apply warm compresses,Neosporin ointment and calamine lotion and avoid messing with it.You  can take anti-inflammatory pain killers like ibuprofen or acetaminophen.If the spot persists then it will be best to get it evaluated from a dermatologist.
