bumps that itch and turn to blood spots

Any help on this, I have had bumps that itch and when scrathed they itch more. If scratched or not they eventually turn into red blotches under the skin the bumps started on my legs and then after aweek started to appear on my sides and the fore arm and a couple on my stomach. They keep coming and its been about a 4 week ordeal. Dr. say who knows go to Dermatologist, who say used cortizone and come back in a week for a core biopsy. Now I have to wait 2 weeks to find out results?
Help== this is getting old. Any ideas?
