clear blisters on legs and arm

I have had clear blisters to come up on my left leg and left arm.Some of the places are are on old scars thats already healed..One blister on my lower leg is where I shaved my legs yesterday,the blister came up today.They don't itch or hurt.....another problem i am having is ulcers that start on my upper left leg.Ihave had three of those,when they get nearly well a clear blister comes up on top.Those places turn redwhen they start,are real sore and look like a boil,but never have any pus in them.I have one now that I've had for 2 months,it don't want to heal.
