When I scratch forearm area becomes inflammed and looks like bleeding under the skin- very red- can this be related to any other medical condition?

Not really. Some internal conditions (like liver disease) can cause itching, but that is rare and most often all over the place, not just the forearms. If you haven't gone for a physical in a while, you should--that way you can get a screening blood test, as well as treatment for your itchy forearm.
