do i have herpes or warts on my penis?

i have never had sex never kissed a girl and in 13 years old. ive been noticing very very tiny small group of what looks like pimples  on my penis . they dont hurt dont itch they are just there .i dont think its an STD because im a vergin and never had sexeral activity with no one . i dont know how long i had them ive just noticed them 3 days ago. i think they are penis pemples or something like that. i couldnt stop thinking about them and im a little embarresed. i dont know if they were normal or not  so i went to my mom and she was not concerened at all . she said that every guy at some point had to deal with penis pemples and they are normal. but she is not a doctor so im stil worried.  they look like skin colered pemples some are red. and i cant go to the doctor because we no longer have insurance and my mom is broke . could they be herpes or warts ?or some thing els .. what do you think.? p.s it dosnt look raw and when you poke at it dosnt hurt one bit.

PPP- pearly penile papules need no treatment.They are normal glands.

Hello,
They can be Fordyce spots or pearly penile papules. They are small, painless, raised, pale or white spots or bumps 1 to 3 mm in diameter that may appear on the shaft of the penis. The spots are a form of ectopic sebaceous gland, and are not known to be associated with any disease or illness and are of cosmetic concern only. They are non-infectious and a natural occurrence on the body.

Pearly penile papules are small dome-shaped to filiform skin-colored papules that typically are located on the sulcus or corona of the glans penis.They also occur normally and there is no reason for any worry.
