dry red area around eye

I have had a dry, flaky, slightly puffy patch around my eye for months. When I use various ointments, the result is that it turns light red and slightly puffy but not flaky. I have 2 casual friends who also have the same condition. We were told by a general practioner that it is a fungus and so we have been using anti fungal cream. One friend has used the cream for months without results. I have been using it for a week. I have a buurning sensation each time and the area now has exagerrated wrinkles. We are all living in a foreign country without access to a dermatologist.
