This may be a thickened skin or callus which could be caused by constant or frequent pressure on the area. If you have recently used new shoes or have been doing some activities or exercises which applies constant pressure on this part of the body, then a callus may be likely. Other differentials may be a fungal infection. However, you have noted that this does not respond to the topical steroids.
Try applying a light vitamin E cream over the area. Just continue to observe the skin. If this is a callus, it should be non tender and non painful. Do not exfoliate as dermatitis and fungal infections may thin the skin and make it fragile. Exfoliating may be done once a callus or thickened skin is ascertained and other causes have been ruled out.
I also have a dry red spot no larger than a dime on the inside of my thigh near my knee, smaller than a dime, not painful, doesn't bleed and yes it just appeared one day, I have had it for about a week.
