dry skin on penis

For almost two months I've had a small patch of dry skin at the base of my penis. It is slightly red but mostly just a dry patch that never goes away snd sometimes becomes flaky. I saw a doctor when it first started occuring and he diagnosed it as irritation from unprotected sex, although usually irritation goes away after a few days, and at this point it is clearly not that. It is not a raised buumb or wart of any kind, and there has been no discharge either. Being on my penis I am concerned but am not sure what to think. Does anyone have any ideas for me? I would go see a doctor again but I am abroad and it is very expensive. Plus, due to the mis-diagnosis last time, I wanted to get another opinion first.
