dryness all over to the point of peeling

8 months ago my husband was experiencing dryness of the skin so i told him to use lotion often, then there were this little white bumps that started to appear on his leg and he scratch is so much and everywhere his body you can see patches of white on the skin. so we went to the doctor and he said it was just dryness and he gave him a med.. it was like an injectable med to cure it and it did.. for a month.. then after that he had a sever dryness in his balls that he scratch so much to the point that it would break the skin and in his penis shaft too that turned red coz of scratching though i always tell him not to scratch it. and he is seriously flaking there.. and the latest is. while he was abroad working whenever we talk he would always complain that he has this very thick dandruff on his back scalp and wen he itch it it actually come off in patches... and finally wen i looked at it wen he came home it wasn't dandruff but dry skin thats coming off.. i don't know what to do anymore. we put antibiotic cream for his penis so that the cuts caused by his scratching will heal fast. i don't have any idea whats happening and im worried. he promised that hell go to the doctor when his home this Christmas holiday. any advise?
