eye darkness/redness + small bumps

Hello,  I am here looking for some guidance in treating these symptoms.  I  have very noticeable dark circles under my eyes and along those circles are small bumps.  I read that it can be the leak of red blood cells and the body's process of getting rid of this excess blood.  I also read that the bumps COULD be whitehead heads
Head injury
Head and face reconstruction
Head lice
Indications of head injury
Radial head injury
.  When I stretch the skin out I notice what looks like small hair follicles

Hair follicle anatomy
Hair follicle sebaceous gland
Fsh
Hair follicle
at the lowest point
Point-two
of the circles but not everywhere.  These circles are very noticeably and have been with me since I can remember.  Something to note is that I had surgery when I was small because the muscles were pulling my eyes inwards some.  I don't think they cut
Cuts and puncture wounds
the skin but in your recommendations I thought you might need to know that.  I'm looking for suggestions in treating these symptoms with over the counter drugs.  Medical treatment recommendations are welcome but financially I can't afford anything too expensive at the moment.  I also notice the skin directly under my eye is puffy and the skin along the dark circles is puffy.
